Procurement in Zimbabwe: A Clearer Brief for Private and Public Work

A Zimbabwe procurement guide that separates private purchasing from public procurement and keeps design, standards and customs checks visible.

Procurement in Zimbabwe becomes easier to govern when the first question is who is buying and under which authority. A private client purchasing furniture or finishes is not automatically following a public tender. The Procurement Regulatory Authority of Zimbabwe is the market brief’s source for public procurement regulation, so public and private routes should be labelled separately in the project file.

Start with the buyer and the decision

Write the procurement brief around the asset, the user, the performance need and the decision owner. For a private residence or development, record the approved specification, budget position, comparison method, substitute rule and conflict disclosure. For a public entity, begin by identifying the applicable PRAZ requirements and the responsible procurement team. The evidence reviewed here does not establish a full private procurement code, so do not present a private workflow as statutory advice.

Good records do not require every project to use the same template. A small private purchase may need an approved item schedule and two or more documented comparisons where the client chooses that control. A larger commission may need evaluation criteria, clarifications, samples and a signed award record. Keep those as project governance choices unless the applicable public rules or contract say otherwise.

Keep design responsibility visible

Furniture procurement, interior decoration and architectural work can overlap, but they are not interchangeable. The consolidated Architects Act requires registration for architectural work for gain. If a procurement package includes architectural design, structural changes or building approval information, identify the registered professional responsible for that part. Do not let a supplier quotation become an accidental design appointment.

For a Harare project, the city’s Works Department describes building-plan processing and inspections. Treat that as a Harare-specific verification point. It does not prove the procedure for every Zimbabwean authority, so a project outside Harare needs its own confirmation before procurement is tied to an approval assumption.

Build a compliant product file

Each line should state the exact product, quantity, dimensions, material, finish, documentation, installation responsibility and acceptable substitute. The Standards Association of Zimbabwe profile identifies SAZ as the national standards body. Check whether a mandatory standard or conformity requirement applies to the product category, and retain the evidence used for the decision.

When goods enter Zimbabwe by freight, ZIMRA customs guidance refers to ASYCUDA, a Bill of Entry, invoices, transport documents and other permits as applicable. Confirm the transaction-specific document set before payment. Do not promise a clearance outcome, price or delivery date from a general customs page.

Make the decision auditable

Use a simple status for each item: specified, evidence received, client approved, ordered, customs or permit check open, and received for inspection. Record why a substitute was accepted and who signed it off. This helps a private client understand a purchase and helps a public team show the decision trail required by its applicable framework without pretending the two contexts are identical.
