Procurement in Eritrea: Separate Private Buying from Public Rules

Procurement planning in Eritrea should make the buyer's status clear, because private purchasing and public procurement cannot safely be treated as the same process.
A procurement file becomes useful when another person can understand who is buying, what is required, why a supplier was selected and which points remain unverified. In Eritrea, the first line should state whether the buyer is a private client, a company, an institution or a public entity. The reviewed evidence did not confirm a current nationwide public-procurement law, so a public purchase needs current instructions from the competent authority rather than a copied private checklist.
Start with the buyer's authority
For a private renovation or furniture purchase, document the client's budget authority, approval limits, required quality and acceptable alternatives. For an institutional buyer, add the internal signatories and conflict checks that its own governance requires. For a public entity, pause before issuing a request or evaluating offers and ask which current law, regulation, manual or funding condition applies. Keep the response in the procurement record with its date and issuing body.
The African Development Bank item on Eritrea public-procurement reforms is a 2020 drafting notice only. It does not establish a current procurement code or a universal tender procedure. The U.S. Department of State's 2023 assessment is secondary and dated. Use both as context only, then obtain a current authority response for a public assignment.
Write a specification that can be evaluated
Describe the required outcome, quantities, dimensions, materials, performance needs, installation responsibilities, inspection evidence and warranty questions. Identify what may be substituted and who approves a change. Avoid criteria that quietly favour one supplier unless the buyer can justify them. A private buyer may request quotations for comparison; a public buyer must confirm whether its rules require a particular notice, competition method, evaluation record or approval.
Where the project touches Asmara's heritage setting, add a permissions check before purchasing fixed or external elements. UNESCO identifies the Historic Perimeter and heritage-management controls for the World Heritage property. The brief identifies the Asmara Heritage Project and public-works bodies as handling permissions. Do not extend that control automatically to every Eritrean location, and do not treat a supplier's quotation as evidence of heritage approval.
Ask standards questions before acceptance

In a procurement schedule, ask which standard, test report, measurement or conformity evidence is relevant to the specific item and use. Keep the question, response and supporting document with the offer. This is a verification step, not a claim that ESI has approved a particular product.
For imported goods, do not put a current duty, licence, rate, price or clearance time into the file without a live confirmation. The WCO source reports HS 2022 migration work in 2023, not a current tariff schedule. Ask the responsible customs contact or qualified adviser to confirm classification and documentation for the shipment, then record who carries that responsibility.
Keep the decision trail proportionate
A small private purchase may need a signed specification, two or more comparable offers where feasible, a decision note and an acceptance record. The number of offers is a planning choice here, not a claimed Eritrean legal threshold. A larger or public purchase may require a different process, which must be confirmed rather than inferred. Keep rejected alternatives and conflicts visible, and separate supplier capability from design preference.
